Nope they are made by PV games and available on the rpgmakerweb store or steam. I edited the colors a little but here and there but thats about it.

But how much of work you put in to if most of expression is given by textures from PV Games?

The same amount as parrallax mapping or using Yanfly's default doodads. They are used the exact same way, Grass tiles and buildings etc... are used in the editor and the rest is parrallaxed over the top or in my case placed as doodads.

Here is a village from a game I'm converting from Ace. This was the first game I worked on when I discovered RPG Maker. I still have some work to do to convert it over, but hopefully won't take too long.
