Anyone else having issues with BGMs? I go to play test... nothing happens most of the time. I put in a .ogg file and when it's time to play in game, it takes a while to kick in.

What gives?

I have not run into this problem yet, maybe someone else here can help you out. In the meantime I will see what I can find, but I think it's one of the many bugs MV currently has.
 
Have you tried putting both OGG and M4A formats in your BGM folder (or just the M4A)? If it's anything like movies, Windows MV will not play MP4 movies, but will WEBM within MV.

You're not the only one having this problem. With me however, MV is very picky.
For example:
TEST1 - Title Screen -> (Wait about 2-3 seconds) -> Music
TEST2 - Music -> (Freeze) -> Title Screen
TEST3 - (Freeze) -> Music -> (Freeze) -> Title Screen
TEST4 - Title Screen -> (Wait about 2-3 seconds + Lag) -> Music

I am using steam version with windows. I have tried all the music. The default and DLC music. When I first test music, it takes about 5-10 seconds to actually start playing after I click it.

pack a project that have this error in a zip/rar file and give it to me and i will see if the same thing happens with me.

It happens with stock music. It happens with the m4a's present or not.

One work around I did discover for my custom track was shortening it to about a minute. It resolved the delay in game, but there's still a big delay when you BGM test. There's generally a delay with everything.

As I understand it, the playtesting window is essentially a browser since it simulates a web page. So logically it "preloads" the music beforehand, causing lag. Tested Tryggr on a website; there is a slight delay with the music but not as much, it seems, as when playtesting. Having the TDDP_PreloadManager plugin seems to help somewhat.
