Help with Event Picture Transparency & Fixed Position?

'eya everyone!
As this is my first post I'm not too sure if this is the right place to post this and I do apologize.

I have been working on a map in RPG Maker MV and what I want to do is make it so there is a transparent wall showing over a part of the foreground of the map. I'll upload pictures to make this clearer don't worry!

It works, BUT... I have two issues.
(DISCLAIMER: I'm a noob at mapping.)

1) The picture's supposedly 'transparent' tiles are showing.
2) The picture is not fixed at that position. If I move around, the picture will too, resulting in a moving wall...

This plugin will bind the picture to the map allowing you to keep the picture in the same place:

As for "The picture's supposedly 'transparent' tiles are showing."... may I take a look at what picture file your using?
