Earthbound Battle Backgrounds?

I thought the backgrounds for battles in Earthbound were psychedelic, but at the same time they were fitting of such a quirky RPG. I have been working on creating better pixel art, and have found that my particular style matches up with Earthbound's style to an extent. Thus, I would like to ask if anyone knows of a plugin that can allow the creation of Earthbound-like battle backgrounds (that is, ones that shift and move about). If the plugin doesn't already exist, I was wondering if someone would be so kind as to produce one; if it is impossible to code such a plugin, I wouldn't know, as I don't understand programming language (yet).

As an aside, Earthbound was awesome, and you should play it if you haven't. It's available on Virtual Console for Wii U, and costs approximately $10.

I actually tried to make one before. I did it by interchanging the backgrounds every frame. However, I found a massive memory leak when the scene goes on. Until now I am figuring out why, so I haven't released the plugin. But if there's an easier way where we can use gifs as backgrounds, that'd be much more easier.

It's good to hear that someone is working on it, at least. Thank you for your contribution to RM, thank you for informing me about why exactly it would be difficult to program this particular kind of plugin, and I thank you personally for doing something that would help me further my ability to make Earthbound-like RPGs.
