Combining tilesets?

Hello everyone,

I was wondering if "combining" tilesets (putting together different tilesets so I could use all I need for a single map)
was considered as "editing" them. I'm planning to make a non-commercial game and I've seen resources(paid and free) saying that you are not allowed to edit them. I won't do anything like recolor or clumping.

Double check on what the author means by "editing." In my case, I mean that you cannot edit and redistribute the tiles as your own, but you can alter the tiles however you like strictly for your own project.

I don't want to speak for anyone else, but for all of my tiles, you could certainly combine the tileset to make sets include the tiles you want in one sheet.
