Best tool to create character 2D or 3D higher size ??

I'm not sure exactly what you mean -- whether you mean charas or profiles/busts. I think Hero Machine is pretty cool.

For charas, the only free tool that I'm aware of besides the RMMV generator is http://gaurav.munjal.us/Universal-LPC-Spritesheet-Character-Generator/

There are other versions of the LPC generator spritesheet, and one that i can't find right now even has more character body types (like a dragon guy) so LPC generator of some sort or RPG Maker is probably the way to go.
