Check the properties of the files. See if they are somehow set to read only. That could be what's causing the issue.

Hmmm far as I know, Starbirds tilesets aren't free, those ones won't download, because they aren't free. They're set to be sold, but there's some kinda glitch it looks like.

40 tiles by 22.5 tiles for that resolution will fit the screen provided you are playing in fullscreen. But you would be better off using a lower resolution and allowing the game to scale up so everything isn't tiny. Especially if your planning on porting to mobile devices.
