Here are the screenshots before I go into the discussion.

REGULAR RACIAL looks in Battle:

Now AFTER MODIFICATION:

Later I will show the character screenshots. Harry the Human has not changed. Now I will give you the modifications for the other races.

NOTE: These percentages are for the SV_Actors, I am still working on the Characters.

For Dwargo the Dwarf, Height X 78% and Width X 110%.

For Ella the Elf, Height X 110% and Width X 80%. Note I do use Middle Earth sizes for elves. She needs to be a little skinnier....

For Harold the Halfling, Height X 50% and Width X 55%

Not shown: Gnomes, Height X 62% and Width X 90%.

This can be achieved by following the direction in this tutorial.

Here are the Characters. Still working on percentages...

Thanks to @Xyphien for the Dwarvish length beards. :)

In my opinion, to be honest I think the stretching makes some of them look odd.

The Halflings look more like Brownies / Fairies, but they survived the shrink nicely.

On the map, the dwarf looks good, but the battle sprite, not so much. He looks too stretched.

The elf looks strange both in and out of battle, in the opposite way of the dwarf. I think with elves you can get away with just giving them pointed ears, since they are usually a rather short race anyways.

Elvish ears work on the facests, but I need to find one that works on character sets. I noticed that observation about the halfling too, but they are 50% of the height and 55% of the width of a human. (Been playing RPGs for too long, over 30 years.) Oh my, I did make a fairy and she is fairy size. An example of her is in the Screenshot Ready and Deady thread. I am using Tolkien concept of elves, of Middle Earth. They are taller than humans. When I make some sylvan elves, they will be shorter than humans. With halflings, they are alsos sub-racies, Tallfellows, Stout, and Harfeet.

Thanks @Macro for the honest critiquing. Iron sharpens iron. :)

a thought from the 'newbie':

Elves' height is in their bodies, which tends to be tall and willowy. their heads are the same size.
Dwarves heads, while slightly wider and shorter, are approximately the same size as well, while their bodies are approximately square(round?).
Hobbits/halflings are said (using Tolkien references) to be the size of children, so it'd make sense to use a child to base it off of.
I'll try and make a set with this in mind in the next day or so to try and demonstrate what I'm saying.

Just knowing that you can change the pixel range for the batters is satisfying. This leaves the idea that you can customize your characters to have your own style of sprites instead of using the default chibi style. I'm not sure if you are using a plugin or not, but if you are, please direct me to that plugin if you would, I would like to try my hand at designing some battlers myself.

Also, this might not be on topic, or perhaps it is. Is there a way to give the SV battlers static images?

@Ravani Lestari , I used the standard MV character generator, with the addition of Xyphien's Beards. I am not using a plugin to adjust sizes. In VX Ace there was a script that could adjust the sizes of the troops. With the same enemy images, some could be made larger, smaller, thinner, wider. It could also create the illusion that some were closer or further than others.

I've not played with the battle system much, but logic says using the same image in all places would make it appear static?
You would be correct.

And I would have to agree with the early post as well, simply resizing the entire body won't work since some proportions aren't suppose to be consistent. (Specifically referring to the heads) Though I can also clarify that this is not setting you up for the easiest of jobs, since this would involve taking out all the heads, resizing the rest of the body, then putting back the heads where they would belong. It would be time consuming... to the point where I would recommend not even using side view battles.

I also think you made the halfling too small, try making it 70% human height instead of 50%. Even if they don't exactly match up to the LOTR descriptions, I think it would look less jarring.

The halfling does look brownie size, as @Macro mention earlier, or even smaller. The fairy looks like a colorful spec....

Yeah it looks a bit derpy... but it's an amazing concept though. right now all of the sprites in mv are the same size so if we could like different sprite sizes for different races and character would be awesome. that way we can have more variety in the game and make the game look more alive. :D
