My simplified take from what I read:

Programmer aka Software Developer = Knows how to code and build their own original programs
Scripter aka Software Engineer = Uses coding knowledge to make mini programs that allow other programs to work better and/or add on to them

Programmer - People that made RPG Maker
Scripter - People that make scripts/plugins for RPG Maker
