Making a debuff that's % is based on current health

Alright, so I'm trying to make a debuffed state where the debuff is = to the current % of hp on the character. (like if they have 10% hp then all stats are debuffed by 10%). Can someone help me figure this one out? I know it will need the auto passive states plugin and I have that as well as the condition of less than 90% hp. But I'm not sure how to tie it to the exact % of the hp at all times that it's applied. Is this possible and if so, how can I set this up?

I have all of Yanfly's states/buff plugins so if any others are needed they are there already.
